Can't upload files bigger than 1kb

Hello all,

For some reason I can't upload files bigger than 1kb. I've tried on 3 FTP clients and they all give an error or go to ETA 00:00. I turned of my firewall and tried again, same effect. Does anyone have any ideas how to fix this because it happens on every ftp client and on every server. (File manager through weblogin on website control panel does work).
