Is there a way to make FlashFXP automatically transfer a certain file every 15 minutes?

create a queue with that file, save the queue, then execute it from windows scheduler

create a schedule task, then go to properties, schedule, advanced schedule settings and there you can config it to run every X minutes.
alternatively I'm sure there are plenty of more capable free scheduler apps.
