Need help with download

I use FlashFXP 2.0 (build906).
Win98 SE
Cable modem.
Sygate Personal Firewall.
Attempting download from one of FTP sites got this:

451 Action aborted. Bytes-Per-Session ratio (1:2) exceeded (current 0KB:100KB).
Transfer Failed!

Any help would be appreciated.

You need to upload something in order to download. That's a ratio FTP (you have exceeded your download quota).
