Default Stop/Resume if speed drops below a no. of kbs specified by the user

It would be fantastic if there would be a feature which stops and resumes the transfer if SPEED DROPS BELOW a number of kbs. This is because sometimes I connect to an FTP site, a file starts coming down at a very high speed - let's say 65k - but after a minute or so it drops to 0-2k/sec.

The problem is that speed is not 0k/sec so the "Stop and Resume if no data received for x minute(s)" doesn't help.
