Default speed limit depending on usage

Hi, I got inspired from the new Windows Update V5,
it adjusts the speed limit depending on current bandwidth usage.

This would also be a nice feature for FlashFXP !
When I am surfing in the www, the speed limit will be decreased, after I finished looking in the www, the speed limit will be increased or removed.

how should it be determined?
when you have any browser loaded?
when your browser is active?
when there is www traffic?

btw, i don't think windows update 5 adjust bandwidth in any way. at least i haven't seen any documentation specifing that

Its not a good idea to make this depending on whether the browser is loaded, you can also have your browser in background. If you are downloading you need full bw, if you are surfing you just need a little part of bw like 16k.
There can also be other process like games, that need bw.
Of course the only way to detect this is capturing the throughpassing packets of the lancard.

I read this on a newspage. Anyway doesnt matter, I just got inspired.
