Default fxp timeouts

i'm running ioFTPD-5-8-4u and Kerio WinRoute6
ive added port 9999, 9998 and port range of 1024-2401
I cant connect and upload and download and fxp from my server,
but when i try to fxp to my server i just times outs
if i take down WinRoute6 it works fine

so I'm thinking io uses a different fxp port range,
but there is nothing in the ini to define it.
does it use a different port range? if so what
or am i missing something out?

it use to work when i was running an older version of io and winroute but i finaly upgraded them two and now no fxp, starting to think winroute6 was a waste of money.

here is whats in my ioFTPD.ini

[Any]
Host = xx.xxx.xxx.xx
Ports = 9900-9998
Random = True
;Bind = 192.168.0.1

(if i unbind that it wont connect, buts on the main comptuer with winroute and the netconnection)

in winroute i have
TCP 9900-9998
TCP 9999

when i try to fxp i get this error
