NewDay creating dates 1 day behind

Just curious to how I can setup the newday scheduler to create the new date at 5pm PST (-8).

I have my scheduler set to this:
NewDay = 0 22 * * EXEC ..\scripts\ioZS\ioNewDay.exe

which creates the date at the correct time (5pm PST). But the day is yesterday's date. Since I am PST at 5pm it should create tomorrows date. Is there any way to do this?

If anyone could help me out I would appreciate it. Thanks!
